Indiscipline in the Indian Army: A Group Discussion topic in SSB

War-roomleaks, liquor scams and fake kills to garner gallantry medals and even rapesand murders: is the country’s last-surviving bastion of discipline and probitycrumbling under pressure? Considerthis: the armed forces have held a staggering 6000 courts martial just since 2000,that by any standards, is a disturbing picture for the Services, whichjustifiably pride themselves on maintaining the highest standard of disciplinein the country. Lateststatistics show the Army alone court-martialled 1250 soldiers in 2000; 1034 in2001; 1031 in 2002, 945 in 2003, and 872 in 2004. In just the last two years,over 20 rape and 10 murder charges have been leveled against soldiers. The othercharges range from being absent without leave, “acts prejudicial to good order and discipline”and desertion to accepting bribes and dishonest misappropriation of funds. And itis not only the” lower ranks” which have been afflicted. It is true even forofficers. In past days 30 officers were convicted in court martial proceedings.The recent indictment of three Mavy officers and an IAF officer in the infamousnaval war-room leak episode is just the latest examples in long series ofcauses.
Leave not granted
Within theArmy there is a leave policy, wherein at any time 25% of the unit can be onleave (20% AL and 5% CL). In the beginning of the year leave plans are made. Thecoy Cdr makes all efforts to accommodate the Jawans according to their leavechoices. However, sometimes the Jawan cannot be accommodated due to one or theother reasons. Our units are composed on religious line and a Jawan wants to gohome on important festivals like a South Indians wants leave for Onam, Jats onHoli and Sikhs on Baisakhi. When such festivals arrive the OC unit shouldenhance the leave Quota. Today most of the units are well connected throughtelephones. If during the leave a Jawan faces any problem he can ask his OC foran extension. If during the leave a Jawan faces any problem he can ask his OCfor an extension or can report back to the unit and get the leave extended.Most of the units are deployed in Insurgency. There is huge requirement ofmanpower and sometimes men cannot be spared, which the CO can explain duringthe Darbar.
Administrative Difficulties
When aJawan overstays leave, according to the SOP the matter must be reported to thehigher HQ within 24 hours. The unit sometimes conceals this information as itcould bring bad name to the unit and this has snow-balling effects down thechain. Hence the defaulters should be dealt severely. If the Coy Cdr or the CHMprotects a particular individual, it becomes an example for others to follow. Somecompany Cdr or CO who are in the promotion Zone feel that anything pertainingto indiscipline which takes place in his unit or Coy may affect his ACR anddampen his promotion chances. Hence they try to conceal this matter. The standardmethod they adopt is that a JCO is sent to get back the individual to the unit.
Family Problem
Sometimes a Jawan is not able to come to his unit on time because of his family problems;this should be reported to HQ in 24 hrs. You can explain this topic by yourself.
